None of the codices in question changed between these FAQs. It's just a rules change written less clearly.

The Dakka people try to fill a hole made by the rules writing at Games Workshop, which don't seem to have much in the way of playtesting or proofreading. Unfortunately they cover what are majority decisions, subject to arbitrary changes, with legalese and self-referential citations.
